Primer is the dimethicone in it. It allows to blur fine lines and help make up stay longer. So by the ingredients it is a primer. Use a good chemical exfoliant + moisturizer. With a good exfoliant, there should not be flaky skin. It is also buildable.

I saw alot of reviews saying its a very light, dewy & moisturising.. so i think it is maybe not for oily skin.

Hello, it doesn’t really feel oily, but it sits heavy on the skin. I didn’t like it for my oily t zone skin, but it works for some people. I actually like the Rovectin Double Tone Up UV Protector SPF 50 better. Hope this helps.
