No, she simply uses it wrong, the gel pad comes over the saddle pad and there should not be any other half pad in between. The back raiser is meant to be used when the pillows of the saddle are not in balance (saddle would move back and forth) cause the saddle is made for a horse that does not have a straight lined back.
