The emperor did make the primarchs scatter by design ! That’s why leman russ landed on a planet with giant wolves and raised by wolves ( and had canine dna) and mangnus as a psyker landed on a planet of sorcerers , mmm coincidence? I think not, big E didn’t want to raise 20 little bastards who would probably all be the same which will defeat the purpose of creating 20 of them ! So what better way to conquer the galaxy that to have 20 different viewpoints of the galaxy, that way he thinks he will be prepared for anything! Ahhhh
