i'd recommend changing your corporate factories to maybe manufacture munificents or recusants iinstead of lucrehulk freighters, in your other games those two classes are almost always out of stock so (and forgive me if this fails as i don't actually know how the game handles the ship market) possibly the AI buys more of them so you won't have so much of a financial problem. I figured the AI doesn't want the freighters as you have so many of them in stock.

Yes tactical droids are commanders. It's the same for the republic except they're called clone commanders.
