Western world be doing cousin once, twice removed etc. In Asia he is considered her uncle (extended uncle).

Your conclusion is wrong. Jensen is Lisas uncle 2nd grade, and Lisa is Jensens niece 2nd grade. If you want to stick with your unneccessarily complicated way of expressing their family relation, it would be Lisa who is Jensens first cousin once removed, not vice versa.

If Lisa’s grandfather is Jensen’s mom’s brother, then they are from different generations -- she calls him uncle, not cousin

This is American's way of family orientation. Everything is 1st, 2nd, 3rd cousins regardless of generations. Us Asians define cousins parallely within the same generation.
