Is it a region thing why not tenor behind sopranos and the basses behind alto for a SATB choir

I don't think it's regional, just another way to organize your voices. It's not any more or less correct than tenors behind sopranos and basses behind altos. If I had to guess at the reasoning, it might be helpful for the S's and T's--often high in their ranges--to have some grounding influence from the lower voices; and for the S's (who are the farthest away from the bass line harmonically) to have the basses right there to tune to, and for the inner voices (A&T) to be able to hear each other.
