I have to say, backing up the other cop is a priority over calling 911 (which she can tell a civilian to do). That too over a robbery where there had not yet been shots fired.

My thoughts exactly. Especially when this was still a robbery with no shots fired yet. Nowhere else in the series do we see this, nor does it make any sense. A civilian can call 911.

@@YD-uq5fiso true. Like Dirty Harry had diner owner call in the bank robbery in progress at the beginning. He was gonna wait then shots tired and he goes out there.

What makes less tactical sense is to go out there alone and attempt an arrest while your backup is on the phone. Very poor tactics on his part is what made her a widow. When out gunned - observe, report and engage ONLY when loss of life is imminent. On my department we used to call this type of behavior “John Wayne” syndrome.
