All lives matter is like someone saying all diseases matter, there is always one disease that is more dangerous and need to be taken care of first. My old teacher's friend is a police officer and he even said that race most suffering from police brutality/murders are African-Americans. Black lives matter movement aims to get police officers to be able to handle situations like this without the result of any deaths, also for the victims of these situations to get justice and to stop profiling from the police. This helps all people of minority in general, the only reason its called black lives matter is because we are the ones most affected by this. Its not named that because we believe that black lives are better. The thing about all lives matter is it doesn't focus on the one most affected by this "disease" called police brutality, it focuses on everyone, not addressing the one's in major need most. All lives matter is just like the analogy of the (two houses but one of them is on fire an the guy with one hose is trying to put water on both houses equally leaving the one on fire to burn down because it needed to be focused on more) And please don't bring up more white people die by the police, of course they do because there are way more of them. But the fact is we are affected more than any other race percentage wise.

2manynegativewaves that's what the "pop" was referring to. A pop is when a warrant pops on the computer screen when an ID is run . If there's a warrant they can make another arrest (i.e. supply). [Btw, the 13th amendment to constitution says... "Neither slavery nor involuntary servitude, EXCEPT AS A PUNISHMENT FOR A CRIME whereof the party shall have been duly CONVICTED, shall exist within the United States, or any place subject to their jurisdiction." So slavery still exists in USA for *those convicted of crimes*. And slave labor is free labor = money] The commander wants the officer to get more "pops" and so he says the officer should target the group statistically more likely to have warrants; more likely to be criminals. Blacks. It's a corrupt system that feeds its own corruption, because if this officer were to follow the commanders orders he'd have to ignore actual offenders (which were whites, hispanics, and mostly women), and only target blacks. ...but if there were only ever 2 blacks caught all year, that would mean only 2 citations would be written all year. This is indeed all about business.

Couple of years ago I was going through some hard times and I was in midtown Manhattan 34th ST herald square train station homeless due to gentefication which I'm not agaisnt remodeling the neoghborhood just got kicked out illegally. I asked someone with an unlimited metro card to swipe me on the train. It was extremely cold coming out of class at DeVry college of New York and I just simply wanted to be somewhere warm for the rest of the night. Prior to that two girls jumped the turnestile and the undecovers were right there and did nothing. I wasn't worried about the undercovers there because I simply thought I was innocent asking for help and not jumping the turnstile. After I got swiped in the undercovers approached me and put hand cuffs on me. Ironically one of officers nephew a couple stations away at 14th st union square was caught by one of his partners for jumping the turnstile and of course was released. Couple months later I had a new job and bumped into the same cops again at the 34th st train station but this time I had money to pay for my own fare and confronted him as a taxpayer and told him you work for me now. I blew him up in front of his captain and the captain denied his fellow officer of making such an an awful arrest asking for a swipe. The captain tells me, "oh he's a great officer who makes about 100k per year with a lot of collars under his belt". They didn't believe he would make a cheesy arrest like that and started questioning his arrest records and the fact that he probably didn't deserve some of the promotions he had received. For once a group of cops were on my side and that cop they use to look up to was no longer a hero to them but a dooshbag

That's not what is happening. Black males are the demographic which are the majority perpetrators of these offenses and the Captain is trying to find out why only two of the people this officer has cited fall within that demographic. The Captain is of the belief that this officer is deliberately avoiding arresting black males. He's not asking him to just arrest black males for nothing he's suspicious that this officer is allowing black males to get away with offending because he does not want to arrest them. The Captain is of the opinion that this officer is displaying a racial bias by avoiding arresting black offenders.

When people...and apparently say "who COMMITS the crimes" what they actually mean is "who have we been CONVICTING of the crimes". Crime, and the perceptions that arise from it, has always been a function of who the police has chosen to detain, arrest, and the legal system is willing to pursue for conviction.

All you people saying "black people commit more crimes so the chief is right" - First of all, assuming that's true, that doesn't mean he should go out of his way to specifically try to find more blacks committing crimes. What he did was just observed his patrol and arrested anyone who broke the law. He didn't let anyone go BECAUSE they were black, he just simply didn't make a special effort to pay more attention to blacks than anyone else. What he did was honorable, and what you're advocating is racist and disgusting by definition. But secondarily, I'd point out that we don't even know for sure what the accurate statistics on black vs white crime are, because if the police are racist to begin with, and that makes them arrest blacks more often than whites because they're targeting blacks, then all that says is that blacks are more likely to be arrested for criminal activity --- it doesn't prove that blacks definitely commit more crimes. Maybe they do, maybe they don't. But my main point is in the first paragraph.

He stated statistic of mostly teenages black or Hispanic between the ages of 15-19. The Captain asked him to target more Blacks period, male or female. As a mother of a female child and just a few days shy of the Sandra Bland settlement, this sickens me to my stomach.

Conservatives, Nationalists, and Racists think all cops are heroes, but the contrary is really true that not all cops are heroes. I think majority of citizens join law enforcement to be patriotic, but like in any profession, there are those who join the profession under the false pretense of patriotism. I was recently singled out at Miami Airport after traveling from St. Lucia to attend my brother’s wedding. I came to find out that it was because some idiot at the post office incorrectly registered my DOB as 12/09 as opposed to 11/09. The immigration officers’ reason for singling me out was that “ you seem nervous and confused.” Well, duh, I took the wrong turn, so I became worried that I was not going to be able to charge my phone before connecting with my next flight, which was on scheduled as indicated. But what did not surprise me was the officer found it surprising that my brother and his wife would marry at a resort in St. Lucia, implying that it did not pass the smell test. Now, if my skin was of the opposing color and I tell this guy that my brother got married in St. Lucia, would he believe me? The question is rhetorical. The bottom line is that their alarm bell went off because a black man coming from a predominantly black nation has a wrong month listed on his passport, even though all their spying tools match my SSI with my DOB, including my tax records, which I know was readily available to them. The two officers in question were Hispanics, I suspect, but like my grandmother used to say, “ people would become sharks once they jump in the ocean.”

I don't usually leave comments, but I felt I must today.. Your reporting is outstanding IMO, and it's more than satisfying to see you two as animated and pissed off as I myself am! It's a beautiful thing. I'm very sorry you're receiving flak and insults from ignorant people. Oh, and *you* may not hate white people, but this white person (aka me!) can't stand a whole bunch of them! I'm so over and done with whites holding most of the power. The scales are slowly shifting, and that pleases me. Thanks for all you do at TYT; I wish the TYT team all the best.

Chew on this: How many of the warrants for "young black males" are for not being able to pay the fine for the citation which they did not commit? Sure sounds like Officer is supposed to make up stuff to stop "young black males" instead of stopping people who actually break the law. How much does that skew the statistics because men of other races and women who don't get citations because they aren't the people they are ignoring their infractions? I wonder just how dirty the NYPD will end up being if they were thoroughly investigated by an independent agency or organization? And I am worried for Officer Birch's safety. Google Frank Serpico.

I'm Black and Dominican, and yes these are just a few examples of same people that are given guns & a badge to openly bully minorities. Often, we get profiled as minorities, and most (NOT ALL) have always said that we are making things up..., or that we can't prove it. Most crimes get pinned on minorities mostly Blacks or Latino... Over all Brown people go through so much in life. So it's very disappointing that evil hearted people that are in such positions go out of their way to make life as uncomfortable as possible for us as Brown people. I pray for his protection, because we all know that he is now on his own against many with guns, and bullets.

A huge problem with this. Not only is he pushing to Violate rights of people who have done nothing wrong. He is planning on getting arrests off of people who have done nothing wrong currently. This is like asking passengers for identification when it was the driver who got pulled over. You can be doing nothing wrong at the current time and still go to jail.

This is what we mean when we talk about systemic racism. We don't mean that cops see a black person and think "hey I don't like black people so I'm going to go harass that person". It's that it's expected that black people are more suspect and cops are taught to only look for them committing crimes.

I am a lifelong New Yorker. I would agree with you with the caveat that most of the racists are in New York City. I lived in Syracuse for a while and a number of upstate small towns. I encountered very little racism in the smaller towns, but in NYC racism is over the top. The Asian community, especially the Koreans , and there is a large community in Queens, NY, are terribly racists against blacks first, and white people second. The Koreans have corridors of stores and apartment buildings where whites are totally unwanted. There has always been a lot of tension between Blacks and Koreans. I also encountered a lot of racism against Blacks from the Indian community. New York City is a seething cauldron of racism, bias, and hate. They say it is a melting pot which is not true. Most of the neighborhoods are not integrated. Every color and every nationality resides within their own enclave. Don't believe the bullshit touted by the elected officials that all is 'Kumbaya."

Absolutely disgusting this NYPD Captain should be named, shamed and dismissed. The purpose of the Police is to protect all law abiding people regardless of colour or social standing. Colour plays no part in whether a person is a criminal or otherwise.
