News editor here. So how this works is that the producer builds a show for the editor to piece together. The editor gathers clips and uploads them to what’s basically a spread sheet of what the director plays while the show is live. That footage is what the editor gives them to put on the air. And some how, either on perpose or by accident because how editors get their files is our sourced through other stations and companies that have already made the footage. For example. Some stories can have multiple stories within the file when editing, and the editor was either lazy or thought it be funny to keep it in at the end. Or they just didn’t see it. The director doesn’t see what the video looks like until it’s played live. The only person who has control over what goes up video wise is the editor.
