One of the Big reasons for slow speed limits in NZ is because NZTA can't be Farked fixing roads properly, it's easier to force drivers to slow down. In most countries that have high speed limits, nearly All of those roads are pretty well maintained, and drivers are taught how to properly drive on them. (except the US where they apparently drive fast without basically any training)
