These measures only exist in databooks and sbs, in the anime I have seen Nami bigger than Luffy, look at Pekoms kkkkkk the guy gives 2x Luffy. Kaido was the worst then, he appeared like a giant and when he defeats Luffy it doesn't seem to be that big.
