It's not a dolly wheel, it's a cable spooler for the electric cable to the hook. There is normally a foot for the boom to rest on when lowered.

Very interesting, I've never seen a machine quite like it before. Though to be fair, I'm not a harbor and dock hobbyist. A couple points, I'm a bit perplexed by how clunky and thick the ladders and railings are. Scale model metal etching is pretty advanced these days. NZG could have done a lot better in that area. The same could be said about the hook, but that could be blamed on an excessive amount of paint. Overall a very impressive model, and model railroaders in HO scale have a very cool machine to display on their modern dock scene [with some minor modifications].

More delicate details are of course possible, but many customers of these models (the OEMs) will likely prefer more robustness and they have budget constraints of course..
