The "comps''. When I did real estate. quality could only up/down 10-15% of the building. Which in the bay area is about 30%, and the land 70%. The building was mainly bed+bath+sqft. So, that much of a lowball is questionable. But I would not believe photo based home appraisal. They look into much more than that, flood plaines, mud plains, electrical and pumbing are tested, crawl space (under house) and roof are inspected, kitchen, stc. Get a full home inspection before you buy. Our inspector found a bee and a wasp nest filling the entire eastern wall once.
