Turn the complex into a prison complex. Easy access for a city that clearly needs a much larger jail than they have. I'm sure we in SF would be happy to loan Oakland some money, with the exchange being immediately met that anyone from Oakland caught doing crime in SF, will be penalized against that loan at a rate of 10x the costs incurred by the crime. If Oakland can't repay, then SF is free to annex parts or all of Oakland and immediately apply a citywide tax payable within 30 days - that equates to the cost of the loan plus penalties, in a sense the loan becomes due immediately on annexation of Oakland, and the city residents must pay or they simply lose their property to the public, who will inturn resell it to the highest bidder, moving in a nice gentrified demographic that can make Oakland as clean and safe as say, Millbrae, turn ALL of Oakland into a Piedmont or something nice like that.
