The agencies around DC all have sidecar rigs for motorcade work all winter. The sidecar is to keep the bike from falling down on ice and snow. Pittsburgh and Columbus OH PDs use them too and we use them in Denver, CO for escorting funerals in the winter. Other cities like Boston used to have them but Harley stopped making their version in 2010 due to falling sales and increased demand for trikes.

I don't think there are very many places that still use sidecars, but it probably makes sense in a security entourage. Bike cops can maneuver quickly and have the option to jump off and scurry about if there's a problem. The sidecars' sole purpose is probably ammo and gear.

Furthermore, all former Presidents (and I believe their immediate family) are protected by the Secret Service around the clock. Clearly as they could be high targets for terrorists or in danger of being held hostage.
