As per upsc notification for obc NCL candidates the obc NCL certificate must be based on 3 past financial year income. My father doesn't file itr return. I don't have past 3 financial year income certificate. I only have current financial year income certificate. When went for village sachivalayam our VRO told that go and bring the notary from court and Take the application in office and fill it and add the court notary to that application and i will sign on it then u will get the OBC-NCL certificate . So now i have doubt that is it ok to take this certificate issued by VRo in village sachivalayam.I know that VRO is lower than MRO .but they said like this . Please tell what i have to do know
