All of these can be pinned to the limited extent that the engine can utilize modern cores.

It's not necessary to turn the fade down that much. I keep it all around 75 and turn the grass completely off. It looks a bit bare but the performance will get a major boost and you can still enjoy the scenery Specular distance you do want to turn down to around 30-40. The Oblivion Stutter Remover from Nexus mods is absolutely essential. It's super easy to install and use. Saves lots of time and headaches. I have a 14 year old PC and I can't believe how well my Oblivion is running even with mods

I don't think any of the multi core tweaks do anything unfortunately, I read somewhere that the game still won't use more than one thread of the processor since the game engine is limited that way.

It's worth noting that VSync eliminates screen tearing. (Which can be seen most obviously by rotating or panning your camera side to side in first person.) So if you have a high framerate already, your game may actually look better with VSync enabled.

Just a tip: NEVER turn off VSync in an Elder Scrolls or Fallout game. The old engine their games use are not meant for any framerate higher than 60, as it will cause a multitude of problems with the "Poltergeist" bug being very prevalent.

Depending on your gpu OSR might be hindering you if anything. OK. Try to launch without any mods installed or any changes to the settings. If it runs fine, then you have a mod issue or you made an incorrect setting. Also, Mythic is incorrect in this video. OBSE launches and runs alongside Steam Version, you do not use the OBSE exe to launch, use Steam or original exe shortcut to launch Oblivion.

What's happening is that Oblivion 2006 Gamebryo engine was not meant to take advantage of modern technology: Oblivion doesn't care if you have a super gpu or a multicore cpu, it will only use the max it was designed to use, nothing more. It's about its engine optimization, that's why you can play skyrim well enough, because it's somewhat "up to date" with fairly modern systems while Oblivion is not, and cannot use more than one cpu core, for example, no matter how many you have. Having said that, you should be getting more fps than that. Maybe you installed some heavy mods? I advise you to follow very carefully Bevilex's mod list for Oblvion on Nexus and to test your game after every mod you install.

+Ashton Parker +Ashton Parker that's because you're moving too fast and the game can't load the textures in fast enough. Either you have a high in game speed skill, or your frame rate is extremely high because of your 1080ti. Personally if the frame rate is too high my game will bug out and everything will happen at a much faster pace.

+Ashton Parker If you capped the framerate by changing the settings through the ini it can have some weird results. I'd recommend a 3rd party program like the Frame capper in MSI After Burner, I believe it had the lowest input lag. But the change in frame rate may have had some weird effect on the npcs so try a new game file and see if a new save fixes the problem.
