For one, Stars actually eliminate darkness because they super heat gasses to generate explosions of light. They would continue the same process regardless of dark or light (more stars around them).

I just looked it up. T-51b is the one used during the Great War in Fallout lore, and is much more common around the Mojave during the events of New Vegas. T-41d was found in bulk in the Pentagon by the Brotherhood of Steel. Two suits can be obtained in Fallout 3, though. A winterized one from Operation: Anchorage, and another one that you can find in an old Fort somewhere during the 'You Gotta Shoot 'em In the Head' mission, if you decide to use the keys yourself.
