Found online you have to obtain a letter from Pluck in the Thieves Quarter to activate this.

@@Syrin23 it's a sidequest that activates after Castti's story is done. she will be in one of the rooms with Greg and have an orange bubble speech which activvates this sidequest. after completing the sidequest you should be able to get it

You need to do that “Melia’s next chapter” quest. This happens with 1 story significant side npc after each character’s story is over. (Ort for temenos, Laila for Agnea, Mikka for Hikari,

Your Throné is probably underleveled, steal chance scales with level. At level 55 I had it at 80% and it was good enough after a few tries
