@@businessaccount4159 under normal circumstances no, command blocks can not be opened, or even placed on the ground in survival mode. But to be fair, they aren't supposed to be obtained in survival mode and that ship has sailed so who knows. Fingers crossed he figures out a way :)

Population method barrier is literally the most difficult thing you can do in this game. It's definitely harder than a command block item. Only RPM has ever made a setup for it and done it in survival on KiwiTech (first server to obtain barrier item btw).
