You make a very cool point. If you go back and reread/watch dragonball, when Goku and Krillin make their debut in the world martial arts tournament, it's actually Goku who first notices that he and Krillin have gotten too strong for ordinary people. Goku was only 10 or 11, and thus he's lived out pretty much his whole life being aware that he lives in a world too weak to handle his strength. Makes sense that he's learned to take it easy.

It comes with training with Kami, Kami taught Goku in a way from the beginning to replace him as God while he wasn't aware (though he still rejected the offer anyway). With it, came with so much precision, mostly to teach Goku not only about fighting, but also about being gentle to beings and nature of the planet.

My understanding is when characters have greater control of the Ki they can reduce and increase their power to a greater degree. So Goku's power may be higher and he has great Ki control so he can suppress it easier. In theory increasing endurance and making detection much harder. This also doesn't mean that Vegeta lacks the same level of Ki control, he just doesn't give a crap. Also the same reason in the Cell Saga that Goku and Gohan staying Super Saiyan was valuable. They could control their Ki and didn't need to waste energy on the transformation process. Granted this is all from my memory from watching the show in the late 90s, so take it with a grain of salt.

Remember, they still have to score high enough to place/qualify. So they have to throw a punch that's stronger than almost everyone else's, but not so strong that they seem superhuman. Given that none of the z fighters have fought anyone with "normal" human power levels in years, it's easy to see how they might have difficulty with this. The only one in this group that physically interacts with a strong-for-a-human person is Goku (because he is married to Chi-Chi).

When you practice some enough it becomes second nature and almost impossible to control as you aren't even aware you're doing so, much like breathing punching is also not thought about how fast or hard but just think of where do I want to punch and do so. Unless you practice to punch slow and light it won't happen on the first try.

It’s especially awesome considering his knack for holding back and slowly ramping up his power to test his opponents.
