If you want to see plenty of underwater wildlife but don't want to pay for expensive outings, head to Dhigurah. You can just wqalk off the beach and into various reefs.
Every species in this video was filmed just off the beach: various fish, baby sharks, Octopus, Sea Snake, Crab, Jellyfish, Sea Turtle and more.
The beach changes from smooth coral sand to bigger bits of coral that can injure you, so protect your feet. Never touch touch any sea creatures because we carry various germs etc that could cause them harm ... and if you try to touch certain species, you could be bitten or stung. So keep your hands to yourself. Don't touch the coral either. I use a full wetsuit to protect me from the coral and the coral from me. Just get a light 2mm wetsuit and a brightly coloured rash vest, so that people on boats and jet skis etc can see you. Don't snorkel alone if snorkel to low levels.
Always check what the tides and currents are like. The best people to ask are the locals that like to snorkel.
If you cut yourself on coral, get out and apply vinegar to the wound.
Remember to obey the local customs, no bikinis on the beaches for locals.
