His parents probably talked a lot about things they read in the newspaper, in front of him, and wrote letters to the editor and talked about the letters they wrote. If that's the kind of dinner table conversation he was around then I find it easy enough to believe he would ask to write a letter to the editor too when something happened that to him seemed like news. When you're little you want to do whatever your parents do. And they probably encouraged him, thinking it would be educational or finding it cute.
