It's a hydraulic hammer. there's a ram inside that goes up and down. You literally hammer it into the seabed.

On land they put the transmission cables up in the air on big tower's away from people. In the ocean the put the huge cables on the sea floor emitting electrical radiation upon whales, dolphins & all matter of marine life.
