I think they actually admitted (via the Palace machinery) that they didn't like confrontation. If there's one thing you can expect from telling off a child it's confrontation. The dear, late Queen had no experience of it so didn't use it with her own children and therefore couldn't pass on what she didn't know..... As times changed and the young weren't just seen and not heard (too much the other way now if you ask me) they weren't equipped.
