I think. Luffy's power was never that he was made of rubber. He just had this Sun-God's power locked in this fruit, the power of pure main character energy, sheer luck and the freedom to do what can be imagined, and since our boy Monkey D. Luffy is a pretty silly guy, all that stretching and bouncing was just the manifestation of his mind opening up to possibilities, and said possibilities aligning with his fruit's power. He thought "rubber" because he is silly and that's as far as he went, and at some point after Ace died, he became able to create fire as a manifestation of his thoughts about the situation at Marineford, and the fruit responded accordingly
