I'd like to imagine this happens when you've done too many genocide runs, Papyrus gets sick of your shit and pulls a gun. You can't even win the fight, unlike Sans, Papyrus never gets tired. Every time you attack he just parries you, and every attack is an instant kill. There's no way out other than to reset and try a pacifist run instead.
