$300 is an arbitrary price based on who they are selling it to. Like how a little $2 hotel bottle of shampoo at a hospital costs $150 when the health insurance company or Medicaid pays for it. I'm sure the price will be lower once they market it to recreational/home users. They'll probably even still market the same device as "for professional use only" at this original inflated price at the same time, too.

In past times, disposable photoflash existed. In these devices inside the glass enclosure there was active metal and oxygen. When the electric pulse is supplied, the metal light up and burned with the release of light. It seems to me that a similar principle can be used in these devices. It is necessary to leave the electronic component only to initiate many such bulbes in a certain sequence and not use LEDs.
