Lots of commenters correctly recognize a bricklayer's hammer. Bricklayers tend to use it like a hammer, since bricks break easily. Just Mark out a line where you want to break the brick and tap along that line repeatedly until you've made a groove along the line. Turn the brick over, and make a matching groove on the opposite side. The depth of the groove doesn't matter as much as the uniformity. Eventually, as you deepen the groove, the brick will crack along the groove, producing a mostly uniform break. If the broken surface needs truing up, a couple well-placed blows will knock off any protruding bits. In dry-stone walling, where the stones are usually tougher than bricks, this hammer is sometimes used like a chisel: tapping with a second hammer to create a groove, and continuing until the stone breaks along the groove. Having a hammer-style handle on your chisel keeps your hands away from both the second hammer and any sharp bits of rock. The chisel end of the hammer should be slightly less "sharp" than you made it. Much like a typical cold chisel, a 90 degree angle works well, and reduces the chipping that will occur on a sharper edge. The edge dulls quickly, but a quick touch of a grindstone will make it sharp again easily. Nice work! Reduce, Reuse, Restore, Repurpose!

The shape definitely looks like a brick hammer and it appears to have accumulated a bit of cement over the years. I have three of these. The smallest has a face that’s a bit less than 1” x 1” and is 6” long although I think the chisel end has been sharpened a number of times so it might have been a bit longer. The other two have faces that are 1” x 1” and have lengths of 7 1/4” and 7 3/4”
