You can make a cone from bristol board and use melted chocolate to stick them to the cone and eachother. Ive made a couple and the cone helps, also the dough is piped into circles and when they bake they puff making a circle, generally the flatter side is used to stick to the cone or the other puffs. You can even take pine tree branches and trim small ones to stick in random spots the dust with powdered sugar.
