I will tell you a secret, Russia is the founder of this beautiful sport and all the required elements were invented in Russia. Russia is the flagship of this sport. Today, the International Federation of Rhythmic Gymnastics is degrading. In order to take the lead from Russia in this sport, the International Federation of Rhythmic Gymnastics has chosen the path of degradation and reduction of mandatory elements. Fifteen years ago, in solo performances there were 26 obligatory zhlementov, today there are only 9. This is the total degradation of this sport that Russia does not recognize. In the Russian Championship, old standards remained, there are very difficult performances, therefore for these girls the most important thing is to win more difficult competitions in Russia (to get selected for the Olympiad) and to win the Olympiad. The World and European Championships are a weak competition, Russia uses them as training in the preparation of the Olympic program. For girls from Russia there are only two types of awards - the gold of the champion of Russia, and the gold of the Olympiad, so there is such a huge gap in the quality of performance of gymnasts from Russia between the world championships and the Olympiad. The World and European Championships in Russia are not considered difficult and prestigious; therefore, the “raw” programs are being worked out there, therefore they often give away gold medals. Russian Championship is much stronger and more prestigious than the World Championship!

It seems like every time I pay attention to rhythmic gymnastics there's a new scoring system. Here they're scored out of a possible 30 per exercise, I'm guessing. Then in Rio they were scored out of 20 maximum, or so it seemed with the top teams scoring in the high 17.0-18.0 range. But what do I know, I only pay attention when it's the Olympics. Artistic gymnastics on the other hand, now that is something I follow even outside of the Olympics. Can you imagine if they had a group balance beam event in artistic gymnastics? Multiple gymnasts on the beam at once! That would be wild.

misina211 the system changes every 4 years, this olympiad they can score up to 10 in execution and for 2018 they made a change and there's no limit in difficulty scoring, so you will see scores around 20 or maybe 22 by the end of the cycle 😉 last year they could perform more than 10 but only could be awarded 10.

Great balls routine by Spain but in slow-mo you can see some serious inaccuracies in synchronisation which you can´t see in Russian routines. Chris put it well - you sometimes have to sacrifice execution when you go in for the highest difficulty and originality.
