Running into Wozniak's backside is not a push from behind penalty due to Wozniak's loss of forward momentum, so an arm push from behind to avoid a crash is also not a penalty. It's important to note that Kang Minji did not extend her elbow when pushing Wozniak out of the way, which strengthens the case for a protective arm push.
