It's well established that running into a skater who is falling is not a penalty. Under Rule C5, a protective arm push is permitted to avoid contact. The issue here is whether Kang Minji's arm push went beyond protective because it led to Wozniak's crash. Running into Wozniak's backside is not a push from behind penalty due to Wozniak's loss of forward momentum, so an arm push from behind to avoid a crash is also not a penalty. It's important to note that Kang Minji did not extend her elbow when pushing Wozniak out of the way, which strengthens the case for a protective arm push.
