I think it was a bugged out Convenience store npc from a failed robbery attempt? I was in IRyS POV when I saw both Miko and Suisei downed in front of combini register. When IRyS picked them up, the convenience store npc guy even rode the vehicle with them to the hospital, so Suisei called him a stalker
