I have a theory on why Ceil didn't have a fragment of a Rimuru's soul in her. It is quite simple. You see, she, herself, is the fragment. She is a Manas born of Rimuru naming the Lord of Wisdom, Raphael Ultimate Skill, which was a part of his soul. So whenever Ceil gave herself a physical form, she was using a part of Rimuru's soul for the base of that form.
