Chapter 14 of our Constitution 2010 is on National Seurity article 139establishes 3 organs Kenya Defence Forces,National Intelligence Services and the National Services. None of fhem have financial independence and are under a cabinet secretary and principal secretary. Article 201 gives principles of finance and how public money should be managed. Article 174 create a specific fund for judiciary. How will police have a fund and not KDF or NSIS without being unconstitutional?What is the rationality?What about DPP?

Giving a fund to the police will only make them more crooked. My opinion is to convert the NYS into an armed National Youth Guard (NYG) through an act of parliament. Then the rest of the services can be recruiting from the NYG. This will improve professionalism among our crooked police goons and also reduce the corruption witnessed during recruitments.
