No one can give a loan when you don’t have a permanent stay in the country. If they do it in Dubai then those people getting loans and staying in Dubai are danm. If I get a loan I just go back to Uganda and start my life.

Who ever has a residency and receiving a salary can get a loan.. the problem comes when u loss that job before paying back the loan. Because a loan doesn't guarantee job safety.
