Cora was without her heart and she thought this would ruin regina's chances to be a queen. cora wanted to give regina the life she couldn't. she wanted to be queen but because of johnathan and zelena she failed with leopold. she married henry but he wasn't directly in line so she was more of a princess without a castle. pushing snow and leopold together she was giving the life to regina she always wanted for herself and thought regina deserved. kind of what modern day helicopter type parenting can do. when you try to let your children live your dreams or lives instead of their own they wlil grow to resent you. and when cora got her heart back and her scenes in the underworld you saw she was different. she wasn't perfect but it showed that she had remorse for hurting her daughters in different ways. hearts are a tricky think in once upon a time. some people can be pure evil with a heart, and some can be pure evil without one like cora. but without a heart some people don't seem to feel nothing like will and graham.

That is why i think hook should have stayed in the underword and regiena should have gotten robin. Also she grew so much from not knowing how to deal with emotien to acutelky being friends with the enemy, and trusting ather humans. Also there relationship accutely grew unlike emma and hook.
