There used to be a problem where, if you down someone near-ish the basement on some maps, you couldn't reach any other hooks and also couldn't get into the basement. So I think the hook at the shack is supposed to fix that problem

I blame my OCD, if the characters I play aren't at what I call "round levels" (basically multiples of five, eleven or a number I like) I feel bad and my Laurie was at level 3 for too long.
