Louis had the absolute best relationship with all of the boys. I love every friendship that involves Louis. All of them are so iconic and they all clearly have a very close bond with him. But there's something about Harry and Louis; Call it friendship, brotherhood, love, bromance, romance. It's glaringly obvious that whatever it was between them is something the other boys don't exactly have with each other. It's special, it's them. Whatever it is, Louis and Harry's relationship have always been the special one among the boys. Many believe they were/are in love, many believe that it was just simple bromance or friendship. But I don't think there's one person who knows about 1D and denies the fact they have something special.
