I am such a beginner and such a noob but after you took off the clear plastic backing I’m wondering why the vinyl didn’t stick to your Teflon I’ve tried to double heat but using paper and it stuck to the paper

That's a carrier sheet. It goes on top. The vinyl sticks to the shirt. HTV is the opposite of Adhesive.
