The way I see the bifurcation of Regeneration and [Army Specific 6+ Feel No Pain] is that it's meant to make those armies that had Regen army-wide be less oppressive, while also being more consistent. Their tankiness has been reduced, but what tankiness they still have cannot be taken away. Especially not by armies that have common access to Poison or Rending. (Ex: Dark Elf Raiders). Against those match-ups, the "Oops All Regen" armies had an unfair disadvantage. So OPR have elected to make those armies weaker across the board, in exchange for making them more "take all comers". (Plus, as established, there are ways to mitigate this nerf at the list-building stage, so Robot Legions aren't left completely out in the cold). It's an inelegant solution, since it means you now have more grades of Feel No Pain to keep straight in your head. The advantage of a single "Regeneration" rule was that it worked the same across all of OPR. But I can't say I don't see the reasoning. (Unrelated, but I like that Poison and Rending were otherwise buffed. "Ignores Regen" is both stronger, and easier to remember, than "-1 Regen". And will doubtless make most games go faster, as players just skip Regen rolls entirely. At the end of the day, isn't "Faster, Simpler Warhammer" what OPR is all about?)

I've been making the combat patrol list from 40k, and they're all easily 1600pts. soul snatchers are so broken, machine cult needs a lot of work, orcs are very weak now too, prime brothers have some odd stats, and no termies, unless you take battle brothers, they're very costly, so you don't get many bodies, but they hit and shoot pretty hard, and decent saves infernal squad has a +2 save and destroyers have a +3. Alien hives are pretty fun and pretty balanced. I just played plague disciples, and they're damn good, maybe I just got luckily on my rolls. I heard robot legion is pretty decent, even with some of the changes. Going to try dark elves, and change disciples, but dark elves are looking to be very points costly and squishy, and don't have a lot of attacks.

The new impact rule states "Whenever this model attacks after charging (without being fatigued), roll X dice. For each 2+ the target takes one hit." I think that is settled after the attack, so your example of the caster wouldn't work

Exactly. Impact happens with the other attacks. So NO casting after Impact attacks.

While I like the differentiation between the army-wide regen rules and regen from a thematic point of view, I think it might lead to rules bloat to have minutia within what is effectively the same rule (which is regen). I also do not think that a nerf to Ghostly Undead is warranted for at all, I found them to be quite underwhelming as is with their 6+ armor safe. Don't know about robot legions.

At this stage, they would be better off calling the old Regen rule something like "Hard to wound" , triggering on a 5+ and subject to Rending and Poison, and the new Regen would be the true one, happening AFTER the hit and impossible to be reversed but only triggered on a 6.

I personally think the different moral system for Skirmish is a bit unintuitive and clumsy. For most of the game, you pretty much ignore moral, and then, if you think of it and have been paying attention to the number of units all the time, you have like a turn that consists entirely of moral checks. That's not fun mechanic-wise and mostly feels like a harsh sudden death mechanic that fully disables the player that is losing anyways mostly. I simply use the "normal" moral system from AoF and GF in Skirmish, too.

How can an army be OP, aren't the points themselves SUPPOSED to be what give balance, or have they decided that the thing that SHOULD be the source balance (the points) are so badly made that an outside factor was needed? The points should be the only thing needed for balance, and if they aren't that is simply bad game design.
