The Gorosei need her alive to access Punk Records, but the fact that she's so valuable (and has a history of betraying others) means that they won't want to take the chance that she'll try to leave or go against them. At best, she'll be under house arrest, enjoying some of the luxuries of Celetisal Dragon life, but having no true freedom. A gilded cage, if you will. At worst, she'll be confined to a single room, chained in place and forced to work on the science her masters desire of her. She'll be a slave either way, even if she wouldn't immediately realize it in the former case.

Let's not forget that Franky does not only have robot parts. He has a robot body that was made using decades of Vegapunk's research. It is likely that Vegapunk and void century research had some ways to fight without haki or devil fruit powers. I think you may have understated Franky's strength especially since we have yet to see Franky struggle in a fight with some of the strongest characters in the series.

My big take away from this whole arc is the difference between Vegapunk a fruit empowered genius and the Gorosei who are powerful but just physically unstoppable. From the first instant where Mars finds that very first Denden-Mushi and thinks that they got the best of Vegapunk right there, to Saturn standing next to a creation like the Mother Flame while just frustratingly smashing as many Denden Mushi as he could with a stick, hoping it was the right one. Topman immediately knocking the iron giant in the water rather than blowing it tf up or something only interrupted the transmission and actually probably prolonged it. Even all 5 of them on the scene and the best they managed up to this point was to interrupt maybe a minute of the transmission. They have all the military might and evil demon powers but they can't stop a smart old dude from streaming a cool video to the world.

With regards to blasting away one of the Gorosei, I think it might take him a while to get back, depending on how far he went. Since he became a Team Rocket twinkle, he might have gone over the horizon, and then have no point of reference to even try and fly back in the right direction... but there's one thing that can bring him back instantly - The summoning circle. Theoretically, the other Gorosei could just summon him back if he can't get back quickly enough under his own power or is lost, so we might get some info on how the summoning works, if they need multiple of them to perform it, if there's some kind of sacrifice or stamina requirement, if they need focus or time to perform it, if it has a cooldown etc

Back then when Franky was turned to stone by S-Snake i thought he was only partly petrified cuz he's only partly human. What if that was actually his first instance of showcasing haki? Law mentioned you can overcome a DF ability with great haki which makes sense Franky's wouldn't be strong enough so he wasn't able to resist the petrification completely.

What about the fact the Gorosei aren't suppossed to be known by any Marine below vice-admiral? Now with the Giant Robot finally punching back, Warcury and Ju peter have that on their plate while Saturn and Nusjoro trying to prevent the rest of the Strawhats from escaping as far as I know.
