Oda and the animators watched Who Framed Rodger Rabbit and all the other old western cartoons, took the wacky slapstick comedy and gave it the Japanese treatment. I wouldn't be surprised if oda decided that at some point, he will let luffy punch his enemy and turn them into chibi versions.

The Luffy stuff was fire. I'm just mad that we had to go into the Orochi and Hiyori stuff. It took away from the impact of Gear 5 for me personally. They could have easily cut it out of this episode and then applied it in a flashback after the fight that showed what was happening at the same time as when the fight was going on. Other than that though, that shit was dope. Toon Force Luffy is goated.

This was done soo well all in all. A few things in the episode I think could have been done better. For example the reuse of animation gets old by the third time you see it in one episode alone and of course the scene with Hiyori and Orochi is a bit pointlessly thrown right in the middle of the biggest anime HYPE of this year (can't fault the anime though, bc it was just like that in the manga). However that's just me being extremely critical, because to be honest I was grinning all the way through. So well done. On a different not I am so glad for Astro's apparent amnesia which allows us to watch episodes like this and still have him enjoy them again later on.
