No, Luffy's peak is no Gear 4 but Gear 5, its abilities allows Luffy to fight with freedom and any way he fancy's. Literally his peak power is imagination to reality, he can make the environment rubber, people rubber, and his body even more stretchy. He literally haw toon force, he ran so fast in mid air that if left a fire streak behind him, he grabbed lighting and threw it like a spear, and grew into a giant where his head was damn near in the clouds. He even made his fist the size of a continent since the op world is 3x bigger than normal, these "islands" are really country/continent size. This man created goggle out of thin air...
