So they formed because of him, yet he never realized of the damage he was leaving, or that someone even formed an organization to study the aftermath.

Actually answering the practical application parts like tactics and stuff with ridiculous feats of power makes perfect sense. We don't know what else was in it but we can assume he has no idea how to actually fight things since he's so powerful he never needed to learn or bother with actual tactics. He's not a complete idiot but if you factor in the fact that he is so unbalanced having gone from 0 to infinity without any actual combat experience or training then you get a whole second of the test in which he probably scored nothing. I mean if a 3rd of the test was tactics and he fails it entirely it would make sense for him to score a 71 with an average intelligence level. Long story short he's too unconventional to score well on any question that uses conventional logic and wisdom.

Many don't realize it but during the fight between Genos and Saitama, Genos asks Saitama not to fool around and fight until he ( Genos) can no more fight. So Saitama used that punch on Genos which made him speechless/ surprised thus couldn't fight anymore. That was very clever of Saitama. He actually did what Genos wanted but in a different way!

One of the best drawn and animated yes. One of the best over all no. Classic shounen and many modern shounen have had so many great fights. From Dragon Ball to Yu Yu Hakusho to Hunter X Hunter and even Naruto. Those anime have had so many damn good fights. Krillin vs. Goku, Goku vs Freeza, Yuuske in so many great fights. Gon vs. Hisoka and Netero vs Meruem... so damn great. I still prefer Netero vs. Meruem over every single fight in One Punch Man.

Just a side note in case anyone wonders why Genos didn't get fucked by the punch... This is seen again in later episodes, Saitama didn't make direct contact with the enemy, it was just the wind blown by the speed and force of the punch that destroyed the mountain... And since Saitama's body was blocking part of it, Genos didn't feel the full impact... Had he been further away or had he received the full contact, it was bye bye Genos... He was just at the perfect "safe spot" :3
