The cops would say dont waste our time or arrest him for harrassment. They just destroy them say stay out of trouble for 28 days and you can forget about it. We were all young once. Communal areas are no mans land for possession. Could been a passer by left them there. A visitor the night before etc If they flipped the place they would have trouble prosecuting unless they find a locked box and the owner of the key.

He should be prosecuted to fullest extent of the law. Home invasion, theft and property damage are all crimes that have victims. Using cannabis is an action that creates no victims. Further, the opinions of people like yourself, and Tee here, is completely invalidated by the Universal Declaration of Human Rights Article 9, so it should be ignored.
