Ang tanong ni Red is political theory: direct democracy ba dapat or representative democracy? Civic republicanism na or Liberal republicanism? Kasi napaka technical ng budget proceedings, do we delegate that to our chosen representatives o tayo na mismo ang magdedecide?

Ang COA can only audit kung tama ba ung paggastos, may kupit ba or nautilize ba ung pondo. It cannot comment as to the wisdom of prioritisation kasi each sitting President has his own priority. Ang final determinant talaga is taong bayan if satisfied sila sa naging takbo ng budget.

wow! what a lot of info, fyi yung mga taga Pasay who goes to public school, their local govt gives an allowance 1thou each child/student until they graduate from high school, so if a family has 4 school-age children, the parents get 4thou/month but i dont know if this benefit depends on who is the sitting power in the local govt
