There can be a valid reason why the savings from Philhealth was taken. Firstly, as stated, those that were taken and became unprogrammed funds should still be utilized for those gocc whom the funds were taken. It may be possible therefore that the purpose of such act is to have a centralized control of the fund and to monitor the proper disbursement by the concerned gocc once the savings is returned to them. It is in a way, prevents malversation of funds by corrupt officials or unnecessary spendings in the gocc.

That's exactly the point. We dont want a centralized fund because it's as simple as ABC what's gonna happen to it. Also with the current dire situation of hospitals, there is no such thing as unprogrammed funds - this must be underprogrammed funds!! Give it back to members who contributed to it. Nobody as in nobody has the right to touch the people's money such as their premiums. If the government will insist, might as well make philhealth contributions optional. Let's see what happens 🤨

@@TheEagle-sky Don’t get me wrong. What I understand is that the returned funds should also be allocated for philhealth but this time controlled by the DOF or whoever. P98B which were left idle for a long time by philhealth is doubtful. Without any watchful eyes, the funds can be misappropriated, malversed, or be used in unnecessary spendings like bonuses, etc. Moreover, it seems that philhealth admin has not been doing what is required of it. There could have been initiatives made as suggested by the experts on matters of the people’s health benefits but it made none. A reorganization of its admin is now deemed necessary. As to the control of funds, the handling authority should be transparent in its disbursement of funds for the projects implemented to the agency(philhealth) from whom the same funds were taken. Transparency is the key.
