OneTrust Google Tag Manager Preview Testing

Thank you! It's so hard to find any info on setting up Onetrust Cookie banners with GTM. So, from what I understand page MUST be reloaded after user has given its consent for cookies to be correctly loaded, right? But what if I for example blocked GA4-cookies if consent has not been given. Then user enters my website, gives the consent, check the page and then leaves without reloading the page. Does that mean that this short session won't be tracked by GA4?
