Using 1h as a rogue gives your main hand a better hit chance increasing dps (making slice and dice very important if you are dual weilding at low levels). Same reason why dual weilding on a warrior is a bad idea until you get get +hit%

1H Rogue definitely isn't more DPS than DW. The hit-chance reduction of DW and the reduced damage of the off-hand weapon were specifically designed to reach a roughly 20% DPS increase for DWing over just 1H, confirmed by Blizzard themselves. 24% chance to miss for DW vs 5% for 1H, but you also get 50% of off-hand damage too. Obviously the 20% or so would be assuming the off-hand weapon is roughly the same DPS as the main-hand, which generally won't be the case while leveling, so it's probably closer to 15% DPS increase from DW compared to 1H for most leveling. But, the above is only relevant to white damage (auto-attacks), specials are the same damage for DW as 1H, except for Slice n Dice which is stronger as DW for obvious reasons. So overall DPS increase from DW is only going to be in the 5-10% range, depending on how fast the fight is.
